The New Jersey Motor Vehicle Commission states that if you get 6 or more points within 3 years on your current driving history, you will be assessed a surcharge.
If you get twelve or more points on your current driving history, your license will be suspended. You will receive a notification of scheduled suspension by mail.
Since your son is 18 he is likely still under the New Jersey graduated driver licensing (GDL) system. If this is true then there might be other penalties for him receiving these citations. Verify with the MVC to find out for sure.
